Paul Nash has more than 20 years of experience undertaking global investigations into fraud and corruption allegations and leading anti-corruption compliance reviews for a wide range of clients.

Paul, who has extensive experience in leading complex, government-focused corruption investigations in emerging and frontier markets, recently led publicly reported investigations in Liberia and Mozambique. He has broad experience working with international financial institutions, international development agencies, and global corporations to develop and implement pragmatic remediation strategies to address fraud and corruption risks.

He has worked across several industries and has specific expertise in advising government clients in emerging markets and corporations operating in the life sciences, oil and gas, and mining sectors on sensitive matters relating to the Foreign Corrupt Practices Act and UK Bribery Act. After beginning his career in the British military services, investigating allegations of crime in the UK and the Middle East, Paul worked for the UK Government as a financial investigator, co-managing the formation of a specialist anti-money laundering unit to investigate cases predicated by tax evasion.

Prior to joining Nardello & Co., Paul worked in the forensic accounting team of a global professional services firm, where he developed extensive experience carrying out multi-jurisdiction fraud investigations and anti-corruption reviews across Latin America, the Middle East, and Africa, including an 18-month investigation for a World Bank sanctioned global engineering and construction group.

Representative matters

  • Led an independent forensic audit into $2 billion in undisclosed loans to three African state-owned enterprises in support of proceedings by that country’s prosecutor. After analyzing loan agreements, procurement and supply contracts, and the accounting records underlying expenditure of the loan proceeds, Paul and the team identified irregularities and assessed the possibility of criminal behavior by government officials. He led interviews of senior parties in the country, including government ministers, company directors, and supplier representatives and obtained information from financial institutions in the UK and Middle East. These investigations enabled the team to determine the flow of loan proceeds, the specifications of assets and services acquired, and to independently establish the range of prices of the assets and services.
  • Led the investigation of a Ponzi scheme that operated for over 15 years and caused losses in excess of £100 million. Promising double-digit returns, the scheme’s creator persuaded some 170 investors to invest in a fictitious mortgage arrangement. The team analyzed a decade and a half of bank statements and other financial records to trace the flow of funds through multiple bank accounts; information that, when coupled with intelligence derived from the email correspondence of conspirators, enabled Paul to develop a broader understanding of how assets had been dissipated and to determine the levels of compensation payable to victims of the scheme.
  • Led an independent investigation into allegations of the disappearance of $100 million of newly printed banknotes from the central bank of a West African nation. The investigation, which included the analysis of complex, fragmented financial data over several years, focused on probing the veracity of the allegations as part of a review of the central bank’s processes and controls. Their review found significant shortcomings in the bank’s procurement processes and several inaccuracies in data management and record keeping. The public report of his findings led to the prosecution of several senior bank directors.
  • Led a money laundering investigation on behalf of the vehicle financing division of a major UK financial services company focused on identifying the flow of funds from art dealerships to sanctioned countries. Pauls’ team analyzed large volumes of dealership financial data amassed over several years to identify potentially suspicious transactions. Their results enabled the client to undertake an informed risk assessment of their continuing relationship with the car dealership and to establish additional safeguards for future lending arrangements.
  • Led an independent expert compliance review on behalf of a global pharmaceutical company that had been debarred by an international organization. The review, designed by Paul to address anti-corruption, counter-fraud, anti-trust, anti-money laundering, and sanctions-related concerns, included sample transactional testing of books and records to assess compliance. As executed by his team, it involved interviews of directors, managers, senior staff, and operational staff at manufacturing sites, and in-depth examination of structure of the ethics and compliance program as well as its practicality. After enacting compliance program enhancements devised by Paul and his team, the client was removed from the debarred list.
